The Digitizer is responsible for touch function and LCD is responsible for displaying an image. Becuase the LCD and Digitizer are fused together, damaging the LCD will cause the touch function no to work. There have been instances where touch function will still work even with a broken LCD. LCD damage will usually show colored spots around the screen and or lines. You can get a broken LCD by simply dropping the phone or even sitting on it.
